Job description
We are currently working in partnership with a Housing Association based in the East of England, who are recruiting for an Asset Surveyor on a permanent basis.
The start date is dependent upon the successful candidates notice period. The salary is circa £42,000 per annum.
The ideal candidate will have experience in a similar role either as an Asset or Building Surveyor working in the public sector.
Duties will include (but are not limited to):
Carrying out stock condition, maintenance, and compliance surveys across domestic and commercial properties to support the Asset Management Strategy
Conducting detailed defect analysis and investigatory inspections, diagnosing building issues such as damp, mould, disrepair, and structural defects, and advising on remediation options and costs
Preparing specifications, tender documents, and scaled drawings (using AutoCAD or similar) to support the delivery of capital and planned maintenance works
Administering contracts and contractor performance, including managing JCT Minor Works contracts, valuations, certifications, and compliance with agreed standards
Managing planned and reactive maintenance programmes, ensuring timely delivery, quality workmanship, and tenant satisfaction
Acting as the client under CDM Regulations, appointing and liaising with Principal Designers, reviewing Construction Phase Plans, and ensuring all statutory requirements are met
Carrying out measured surveys and producing accurate floor plans to support property transactions, adaptations, and right-to-purchase applications
Liaising with consultants, contractors, landlords, and regulatory bodies to facilitate permissions, approvals, and technical compliance
Monitoring and analysing contractor performance, ensuring works deliver value for money, compliance, and high standards of health and safety
Contributing to policy, procedure, and service development, promoting innovation, continuous improvement, and a strong customer-focused approach
Experience required:
Minimum three years' experience working as a Building or Asset Surveyor within housing, property, or construction
Proven experience in contract administration and site supervision/inspection, including management of contractors and external consultants
Experience in preparing and delivering planned maintenance programmes and capital project works
Demonstrated ability to write accurate specifications, produce scaled working drawings, and prepare tender documentation for building and maintenance projects
Experience in carrying out stock condition surveys, defect analysis, and HHSRS (Housing Health and Safety Rating System) assessments, particularly relating to damp and mould
Knowledge and experience of JCT Contracts (Minor Works, Intermediate, or Measured Term) and their administration
Experience in estimating building works costs using Schedule of Rates (SORs)
Proven track record of managing contractors, monitoring performance, and ensuring compliance with health and safety, CDM, and building regulations
Experience working with CAD software (such as AutoCAD) for preparing drawings and plans
Familiarity with surveying technology and property management systems for recording data, preparing reports, and maintaining accurate records
Skills, knowledge and expertise required:
Carrying out property surveys, defect analysis, and HHSRS assessments, diagnosing issues such as damp, mould, and structural defects
Preparing specifications, scaled drawings, tender documents, and cost estimates using SORs to support maintenance and capital projects
Managing contracts and contractors, including JCT administration, valuations, certifications, and monitoring performance
Applying knowledge of building construction, maintenance techniques, legislation, and health & safety regulations to ensure compliant and safe project delivery
Demonstrating strong communication, customer-focused, and problem-solving skills, including liaising with stakeholders, tenants, and regulatory bodies
Working hours:
37.5 hours per week
Monday - Friday
