Job description
We are currently working in partnership with a Local Authority in Devon who are recruiting for a Health and Safety Manager on an initial three-month contract.
This is a full-time position, offering hybrid working (Two days a week on site). The daily rate on offer for the role is circa £300.00 to be paid via an Umbrella Company.
The ideal candidate will have extensive experience providing a Health and Safety Service within the public sector and have experience Managing Display Screen Equipment (DSE) assessments.
Duties will include (but are not limited to):
- Advising the Senior Management Board and senior leaders on corporate health and safety legislation, statutory change, and organisational risk implications
- Leading the development and implementation of Council-wide health and safety policies, objectives, and annual improvement plans, producing performance reports and trend analysis
- Working collaboratively with senior managers across Directorates to embed a positive health and safety culture and drive continuous improvement
- Monitoring changes in legislation, guidance, and best practice, translating requirements into practical and proportionate controls across Council activities
- Designing, delivering, and overseeing occupational health and safety training programmes, including mandatory training, toolbox talks, and provision for fire wardens and first aiders
- Establishing and managing corporate systems for monitoring health and safety performance, including audits, KPIs, accident and incident reporting, and the close-out of corrective actions
- Leading investigations into serious incidents, dangerous occurrences, and work-related ill health, ensuring robust root cause analysis and preventative action
- Overseeing key risk management arrangements including stress risk assessments, PEEPs, lone working, DSE compliance, and employee screening and testing programmes
- Managing the operational performance of the Corporate Occupational Health & Safety Service, ensuring high-quality advice, statutory compliance, and effective service delivery
- Representing the Council with regulators and external bodies, and building strong relationships with Members, Trade Unions, and internal stakeholders to promote high standards of health and safety governance
Experience/Qualifications required:
- Occupational safety and health qualification equivalent to EQF Level 6, for example Degree, NEBOSH or NCRQ Diploma, NVQ or SVQ Level 6, or equivalent professional experience
- In-depth knowledge of UK health and safety legislation, regulations, and recognised best practice
- Strong understanding of occupational health and safety management systems, risk assessment, and audit processes
- Membership of IOSH or a comparable professional body
Working hours:
- 37.5 hours per week
- Monday - Friday, Flexible Start/Finish Times
