Job description

We are currently working in partnership with a local authority based in Hertfordshire , who are recruiting for a Head of Property on a permanent. The salary is between £72,113-£75,161 per annum dependent upon experience and the role offers hybrid and flexible working.

Due to the nature of the role it is essential candidates to have experience working on commercial premises and operational buildings e.g. offices, retail, industrial, garages, community centres and pavilions.

Duties will include (but are not limited to):

  • Leading on the management and delivery of a capital/planned investment programme for the council's commercial property portfolio up to the value of £5m
  • Line manages a team of 3x Building Surveyors, 1x Asbestos Surveyor and Construction Safety Manager (repairs) x 1
  • To manage, monitor and report on all aspects of a multi discipline range of projects
    within a programme including budgets and performance
  • Report and present on programme performance/progress to a range of audiences
    including members and senior managers in the most suitable way using a variety of
    techniques
  • Hold responsibility for health & safety/compliance for the programme including
    construction design management, risk management, statutory compliance and all aspects associated with a large scale construction programme

 

Experience required:

  • Experience in the preparation of drawings, specifications, Bills of Quantities, schedules of rates, types of agreements, and tendering contracts
  • Experience of procuring, managing and delivering projects, with a value in excess of £5m, including devolved budgets
  • Contract dispute and resolution including various forms of contract

 

Skills, knowledge and expertise required:

  • Excellent programme/project management skills and commercial awareness
  • Building legislation including Planning, Building regulations, CDM, Health & Safety Legislation and Party Wall Act
  • A strong knowledge and demonstrable experience of the relevant EU procurement legislation
