Job description

We are currently working with a large public sector body in Wiltshire, who are looking to take on a HR Operations Manager on an initial 6 month temporary contract.

The role offers hybrid working 2-3 days working from home, the hourly rate is £50 per hour via an umbrella company and is 37 hours per week.

You will have strong people management experience, including the management of managers, strong Employee Relations and Trade Union experience as the lead for Advisory services and will also oversee payroll services.

Duties will include (but are not limited to):

  • Overseeing and providing guidance to the managers responsible for direct line management of Senior HR Case Advisors and Case Advisors to ensure employee relations case are managed effectively and efficient, ensuring the manager facilitates the handling of cases within agreed
  • policies, procedures, and timescales
  • Ensuring that the team continuously develops their professional knowledge, stays updated on relevant terms and conditions, and employment law, to maintain high-quality standards of advice and resolution
  • Ensuring compliance with employment laws and regulations by providing expert guidance and oversight on all HR practices and policies
  • Reviewing and update HR procedures to reflect changes in employment legislation, conduct training sessions for staff on legal compliance, and handle complex employee relations issues, including investigations and disciplinary actions, to mitigate legal risks to the organisation
  • Managing and access contentious employee relations cases to ensure the provision of professional advice to managers, head teachers and school governors that is clear and includes concise and provides a balance of risk and benefit-based options. Where appropriate seek advice from the legal team and attend employment tribunals when required, acting as a witness for the council
  • Monitoring team performance, interrogate management reports/information, and produce caseload statistics, developing plans for improvement, and where appropriate
  • Identifying trends that may impact on service performance and culture (disciplinary, absence etc.) for discussion with the business partners
  • Working in partnership with the HR&OD management team to share insight and ensure there is a joined-up approach for the effective delivery of HR&OD Services
  • Overseeing the daily management of payroll services, providing direct supervision to the HR Payroll & Systems Development Manager and assisting with daily decision-making and team management. Lead the development of service and systems functions, ensuring workloads are managed efficiently, resources are allocated based on demand, and support the team in developing their professional skills and performance to meet their agreed objectives
  • Monitoring the traded elements of the HR advisory and Payroll teams to ensure income covers costs and take steps to further develop opportunities for trading these services
  • Consulting and liaising with the recognised Trade Unions, professional associations, and associated bodies on employee relations matters, promoting early, local, and informal resolutions to ER issues

Experience required:

  • Previous work within the public sector (desirable)
  • Experience managing complex ER casework
  • Strong People Management

Working hours:

  • 37 hours per week
  • Monday – Friday, 9am-5pm
